The goal of the 2004 legislation was to allow the Osage Nation to reform its government and its citizenship standards. This chapter discusses the complex colonial history that has deeply unsettled Osage governance. It also presents an overview of the Osage Government Reform Commission's process of writing a constitution based on citizen feedback.
