This chapter examines the political and constitutional battle that would determine the meaning of citizenship and the power of political representatives in the first modern republic. At given moments, it was simultaneously a military and a rhetorical battle between western farmers and bourgeois elites who controlled both the nation's military establishments and political press. In the end, it would be on the pages of that press that the elite would win its most decisive victory.
